REGARDING THE  28TH AMENDMDENT: EX POST FACTO PROTECTIONS SHALL NOT APPLY (plain english: the law shall apply retroactively and prospecitvely -  those found to have comitted the crime of SCAC before enacment of the law shall be put to death upon guilty conviction just as those who are found guilty after enactment of the law); CRUEL AND UNUSUAL 8TH AMENDMENT PROTECTIONS SHALL NOT APPLY (death by beheading and other means approved by pres. f zach (woodchipper, extended torture and other methods of punishment) shall be conclusively determined to be reasonable, just, and necessary); NO STATUTE OF LIMITATIONS SHALL APPLY (perpetrators will be held accountable for SCAC regaredless of any  time lapse between the criminal act and charge/conviciton).
