REGARDING THE  28TH AMENDMDENT: EX POST FACTO PROTECTIONS SHALL NOT APPLY (plain english: the law shall apply retroactively and prospecitvely -  those found to have comitted the crime of SCAC before enacment of the law shall be put to death upon guilty conviction); CRUEL AND UNUSUAL 8TH AMENDMENT PROTECTIONS SHALL NOT APPLY (death by beheading and other means approved by pres. f zach (woodchipper, extended torture and other methods of punishment) shall be conclusively determined to be reasonable, just, and necessary); NO STATUTE OF LIMITATIONS SHALL APPLY (perpetrators will be held accountable for SCAC regaredless of any  time lapse between the criminal act and charge/conviciton).
